Interest rates will go up within 12 months and this offer won't seem so good then.

There is already 3% interest payable with instant access and no penalty - the Santander current account, and you can invest £20k in that.
Apparently there are to be only one million issued, then that will be it, so unless you get one immediately they come out, chances are they will have all gone.
weecalf- the 4% figure is the annual rate is 4% on these 3 year bonds
