Are traffic enforcement officials in camera-equipped cars allowed to park where they like while they do their enforcing? I saw one today park and re-park several times on single yellow lines, (the camera was rear-facing in the back window).

Where I live they park wherever they wish. The cars are surrounded by cones and now they've been fitted with flashing lights,I saw one last week parked in a bus stop layby.
